Suppress emails generated by workflow rules

Basically we need "timesheet reopened" mailouts to either be suppressed if triggered by a workflow rule, or at the very least collapsed into a single email (or into one email per week involved). Currently an email for each and every timesheet cell reopened is sent, resulting in a tsunami of unnecessary email for our resources.
