How to display a Related Panel when no related items exist

Some potential Related items, once present, have valuable special functionality.  For example, if an item has a Related File, additional files can be uploaded by drag and drop onto the Related Item panel - even multiple files at one time.

We want to force the display of two Related panels: Files on Projects, and Notes on Tasks.  Is there some way to accomplish this?

This is currently not possible, but there is an existing Feature Request for this: https://success.clarizen.com/hc/en-us/community/posts/203984058-Make-a-View-Section-Always-Visible-Even-if-Empty

For future reference use CR-242260.

However, I think you could achieve this by creating Workflow Rules that would create a placeholder file/note on a project/task.
