From my experience, it did not work and we had to have the user set as admin on both ends. But perhaps Clarizen/SF have a workaround?

Product Update Request: Non-SFDC Admins Accessing iHub
Would it be possible to have all functionality of the SFDC integration for a user who is not an Admin in SFDC. The user would only need to be an Admin in Clarizen to be able to access the integration on the SFDC side.
