we are updating the actual start/end date of a task using a plug in http://www.clarizen.com/appsmarketplace/Set-Actual-Start-Date.html
according to our business flow the following depended tasks actual start date needs to be updated once its preceding task end date is updated.
for example
task b depends on task a
a.end date <-- date X ( task a end date is update from null to date X )
Then -- a work flow should update task be actual start date to date X.
how should I best implement it ?

If I understand your requirements correctly and you would like the successor task to start as soon/late as the predecessor is completed then the application, you are referring to, will support this functionality by default. You should be all set.

Eyal, there is another app that might fit your needs: http://www.clarizen.com/appsmarketplace/Successor-Task-Scheduling.html. Please take a look at that.
Also, to reschedule a task via customizations, you need to select the action of "rescheduling" and selecting the relevant field, rather than selecting "update field". See the attached screen shot.

Question:
If a predecessor task is 'At-Risk' is it possible to mark the successor task as 'At Risk' too?
If a predecessor task is 'Past Due', and not completed, is it possible to mark the successor task as 'At Risk' and recalculate it's start date in accordance to the delay in the predecessor task?

It does not do that out of the box, but you can likely do this with a Custom Workflow Rule that updates successor task when the task is At Risk or Past Due.
This should work for you.

I installed about two weeks ago, but I cannot understand if it is doing anything.
Does this app have a log, or can I setup a notification to know that it's working?

This App does not have any built in logging. The Activity Stream App will provide you the tracking you are looking for as it will track changes to work items, specifically Scheduling Risks Changes.
