You may create a validation rule on adding sub items to milestone (or milestones with a certain name, or of a certain type) to anyone who is not the project manager.

Disable the ablilty to create subtasks (in specific places)
We allow assigned resources to create subtasks on Work items since this is needed in general.
We have some internal time WIs which, based best practices, are done as reportable Milestones.
However, people by mistake add sub items to these milestones. I want to prevent this from happening. How can I do this?

There is also a system setting (7.4) that can prevent resources from adding sub items to milestones (no impact on managers or super users though).
