Milestones always have to be the direct child of the project. You cannot have a milestone inside of another milestone (yet) in Clarizen. In order to convert that task to a Milestone, you will have to first outdent it.

When I try to change a task into a milestone I get an error message:
Class of Task 'Task Name' cannot be changed because it is not first level component of Project 'Project Name'
The task I am trying to change is a indeed not a first level component:
My WBS is as follows:
1 - Project
2 - Milestone
3 - Task (that I want to change to a sub-milestone)
4 - Tasks & Sub Tasks
I want to change the applicable Task to a Milestone because it is a hammock task that I do not want in the tasks list and I don't want anyone to report directly on it.
What is the best practice solution to my requirement?

OK, understood.
What then are my other options to model a "Hammock" Task; a task that is a parent of other tasks but does not incurr any efforts of it's own, nobody reports progress directly to it and it can be hidden from the task lists?

A hammock task would just be a task that contains other tasks inside of it. Users would report on the subtasks and it could be hidden from the task lists by putting a filter on "# of sub items." If you set # of sub items to 0, then it will exclude all hammock tasks from the task list and only show the lowest level of tasks in the hierarchy.
