Can I define a cost and billing rate per regular hour for each resource?

Hello,
Yes this can easily be done at the User. If you go to the User's Property Card and expand the view (click on more info), you can see the Rates section near the bottom and can change these. If the field is locked and you cannot change, this means you do not have appropriate permissions.

I have super user permission and I still can not change this field ("Cost & Billing")

Thank you for your question. In order to see Rates section as well as modify Cost and Billing data, a user must have Financial Permissions turned on. See link: http://screencast.com/t/84s47mC3lXnh . Admin of you organization will be able to set you up with financial permissions.
