I'm interested to find out if I can create templates for discussion group member lists.

I am afraid I do not fully understand. Currently, the templat es are only for Work Items (Projects, Milestones and Tasks). There are no "Templates" for Group lists.
Please provide us with a more detailed explanation of your Use Case. What are you trying to accomplish?
