Scheduled work flow - timing

Hi,

Is there a reason why the time options in the scheduled work flow rules (SWFR) jump from 19:00 to 23:00, or is that a problem with my browser?

To clarify, for a repetitive SWFR the provided Preferred Time drop down menu lists all hours, starting from 0:00, 1:00 ... etc. all the way to 19:00, and then jumps to 23:00.

Also are these times in local (timezone) time?

Likely these times are already used by other scheduled workflow rules. When you pick a time, it makes it inaccessible for other rules.
