Any user that is configured with all permissions (Admin/Superuser/Financial) can do this going to OOTB Team View on Timesheets module. Super Users can do this by going to Timesheets and clicking on Change User from the toolbar. Also, based on your system settings (if enabled), you can allow the Project Manager (of the Task's Project) or the Direct Manager of the user to enter time as well. When enabled, they will be able to view with Team Panel in which case you simply click on the appropriate user to add time.
