If you are referring to the email you can send when choosing 'Send Update Request', you'll notice that when this email goes out, it provides information at the bottom on who it gets sent to:
The report includes tasks that are either:
Directly assigned to you
Managed by you with no assigned resources
Managed by you but the assigned resources have emails disabled (read more about Email Notifications)
Thus resources should be receiving these emails and they only will not if resources have emails disabled. Check those settings and see if it is functioning correctly for you.
