Official comment
To assign a license you have to go into the People Module, select a user, then from the Ribbon go to Admin >> Licenses >> Assign License.

Assign license in User create Workflow
I have an administrative workflow for creating a user. I have a Pick List field for License type however this just sets the user field. How can I assign an actual license for a User in the user create work flow.
