Comparison between date fields shouldn't include time

The Due Date is always at the end of the of the ORG's working day, and Custom Field is always in the beginning.
When there is a DATE comparison for the conditional format, the DATE needs to be compared, not the DATE and TIME, especially when the system is not consistent with when it sets the time for Custom Date vs Standard Date.
