It might be auto set by your default calendar - try to change it and try again.

Set Default Work
Would be really helpful to be able to configure a default Work value. We don't always want Work to default to 8 hours

You can change this by modifying the calendar so that there are a different number of hours in your standard workday. Please note that making this change can significantly modify the schedules of existing projects.
