Tasks are still 'Reportable' even though the default value in configuration is 'Unchecked'

Configuration says 'Unchecked'

While adding new task, 'Reportable' field is still checked. How can I disable it by default?

By default, the lowest level tasks in a project are reportable. What is the desired use case? If you would like to make it so that nothing in this project is reportable, I would uncheck Allow Reporting on sub items.
