Organization Action Working from Actions but not Organization Panel

Have a organization action form that updates an organization field which is used in another organization action form that immediately pops up after the first form. If I run the Organization action form from the sidebar's "Actions" it works just fine. Only when trying to run the form from a Organization Panel do I get the error below.

An error occurred while executing action '2 - Update Field' in a configuration named 'Project Request Form': Invalid usage of field '$C_ProjectCategoryforForm' when no object selected.
