Scenario - Task view, users complain about too many tasks in their task list, particularly tasks that they cannot start before a specified date. We use the filters "is executable" and "is active" but cannot filter by a date as we need them to be able to see anything that has not been completed (past) as well as current and future tasks that are executable.

It sounds like "is executable" would be the ideal filter. Are you saying that even with a filter to only show executable items, too many tasks are still showing? You can also set relative date filters on due date (this month, this quarter), but that might exclude items that they should be working on.
We do use the filter "is executable" and it does not filter out tasks that are not executable when the start date is in the future. We could use a custom date range like January 2016 to Feb 29, 2017, but we would need to remember to change the future date on a daily/weekly basis or the filter will not work appropriately. It would be great if we can say show tasks that are executable on or before today + 1 week into the future.

Correct, but unfortunately you cannot select multiple date criteria “is executable AND is during the previous 365 days AND OR in the following 14 days” as an example. You can only choose one date type. either during the previous x days OR In the following x weeks.
You can easily do this with a report as opposed to a view. You can also do it in a view with a few tricks, such as using a custom field that represents Start or Due date (formulaic field that pull the same data as Start/Due date). Set one filter on the first Date field and a second filter on the secondary custom field. You can hide the redundant field but still use it for filters.
I was wondering with all the updated features, if there is a way to do this now with a view and not a report. Views you can edit on the fly, the reports we need to right-click, open in new tab to interact with the actual item.
